The Government of Republika Srpska adopted the Thirty-Fifth Report to the United Nations Security Council, which was submitted to all member states of the Council by Prime Minister Savo Minić, on behalf of Republika Srpska as a signatory to all annexes constituting the Dayton Peace Agreement.
The Government of Republika Srpska adopted the 35th report to the United Nations Security Council, highlighting Republika Srpska’s consistent support for the Dayton Agreement and the constitutional order of Bosnia and Herzegovina established by that document, while pointing to the issue that certain actors within BiH and abroad do not accept the Dayton compromise.
Republika Srpska called on the United Nations Security Council and its member states to advocate for the consistent implementation of the Dayton Agreement, including respect for the right to self-governance, in accordance with the Constitution of BiH.
It reaffirmed its unwavering commitment to peace and resolving divisions in BiH through dialogue, the Public Relations Bureau of the Government of Republika Srpska stated.
As noted, Republika Srpska firmly believes that respect for the Dayton Constitution is the only path toward the successful functioning of BiH, but that the problem lies in the fact that certain key actors, both within and outside BiH, do not accept the Dayton compromise and instead pursue centralization and a unitary organization of the country.
This, it is added, would abolish the protection mechanisms envisaged by Dayton, which have enabled the constituent peoples in BiH to live in peace for 30 years.
The Office of the High Representative, the report states, has for decades undermined the democratic constitutional order in BiH by governing the country through evidently unlawful decisions and implementing centralization contrary to the federal constitutional structure.
As stated in the report, the presence of the High Representative—an unelected foreign official who assumes unlimited powers and acts outside the democratic constitutional institutions of BiH—has distorted and eroded the political system in the country.
It is emphasized that the current occupant of the position of High Representative, Christian Schmidt, has proven even more destructive and autocratic than his predecessors in the OHR.
The report also points out that the Bosniak political establishment, due to its refusal to accept the position of Republika Srpska as defined by Dayton, persistently seeks to undermine and destabilize Republika Srpska.
For BiH to be successful, it is stated that the Dayton Agreement must be respected by all relevant actors, whether politicians within BiH or foreign powers.
The report includes two annexes: “Undermining of the Constitutional Order of BiH by the Constitutional Court Dominated by Foreign Judges” and “Autocratic Rule of an Unelected Foreigner over BiH,” which further elaborate on issues of interference by the Constitutional Court in political processes and the role of Schmidt in creating crises in BiH.
The Thirty-Fifth Report of Republika Srpska to the United Nations Security Council covers the period from October 2025 to April 2026 and, as in previous reports, presents the Government’s views on key issues and challenges facing BiH, with the aim of clarifying its positions to members of this body and the international community.
