Željko Budimir delivered a lecture to students of the Secondary School of Internal Affairs and cadets of the Police Academy marking the 11th anniversary of the terrorist attack on the Zvornik Police Station.
Budimir warned that Bosnia and Herzegovina remains a country with elevated terrorism risk, citing the return of more than 100 individuals who had been affiliated with Islamic State.
He said this means authorities may face people with combat experience and tactical skills that could potentially be misused in the future.
Budimir added that he hopes such scenarios will not occur and said cooperation among police agencies across Bosnia and Herzegovina is at a high level.
Before the lecture, he emphasized that the most important elements of preventing terrorism are understanding the threat and conducting strong operational field work.
He noted that these topics are continuously addressed with cadets at the Police Academy, students at the Secondary School of Internal Affairs, and students at the Faculty of Security Sciences.
Budimir also said that when special anti-terrorist units must be deployed, it usually means prevention has already failed and the final stage of response is being used.
He concluded that terrorism in the 21st century presents new challenges and increasingly complex forms of organization.
