The Minister for Scientific and Technological Development and Higher Education of the Republika Srpska, Željko Budimir, stated that the terrorist attack in Moscow represents a total war against Russia, and assessed that it was an uncharacteristic attack because it lacks the cataclysmic dimension since classic Islamic terrorists, who typically die in the attack, did not participate, but rather, it involved individuals who fled the crime scene.
“In Islamic terrorism, there is no survival goal, and this will be a subject of analysis for those dealing with these security issues,” Budimir assessed.
He opined that Russia is increasingly entering a conflict that will utilize all weapons – from hybrid warfare, psychological, special warfare, and terrorism itself that now hits behind the front lines.
“The essence is to show that no one is safe and that targets in Moscow are legitimate,” said Budimir.
Budimir stated that it is clear who the target is, and highlighted that Russia is a country that, over the two years of the special military operation in Ukraine, managed to maintain inter-ethnic relations between different religions and confessions without significant tensions.
“It is indicative that Tajiks, who are deeply connected with Afghanistan and are not Russian citizens, are mentioned. It shows that terrorism in the interior of Russia will force Russia to mobilize more in terms of security,” said Budimir.
Reflecting on the conflict between Russia and Ukraine, Budimir noted that Moscow must win, and from the statements of the Russian leadership, especially President Vladimir Putin, it is clear that the goal is to defeat the enemy.
Budimir assessed that Russia is still sparing Ukraine compared to the warfare methods in the Middle East.
“Russia will emerge from this war with vast military experience, which the West fears, hence it is crucial for Russia to maintain stability,” said Budimir, pointing out that Russia managed to bypass the problems with gas and is now in a stable phase, so now the interior of Russia is being attacked.
Discussing the intentions to revisit the issue of Srebrenica at the UN General Assembly, Budimir said that it is a constant narrative of the Bosniaks because they know it cannot pass in the Security Council due to the veto by permanent members Russia and China.
“These are diversions and show what the civic Bosniak-Muslim political team in BiH is about, which is absolute dominance and their truth,” said Budimir for ATV.
He mentioned that for this reason, the relations between Serbs and Russia are important, as when Russia is weak, Serbia faces a struggle for its survival, which history has shown.
“We must have significant relations with Russia, as well as clearly defined relations with Brussels. We must not play with the issue of military neutrality,” said Budimir.
Budimir stated that domestic politics are important, and support from abroad provides an additional contribution.
“It’s important that the leadership of Republika Srpska knows what the minimums of strategic interests are,” emphasized Budimir.
According to the official data from the Russian Investigative Committee, 133 people were killed in last night’s terrorist attack at the “Crocus” concert hall in the Moscow region.
The Ministry of Health of the Moscow Region announced that 140 people were injured in the attack, with 105 being hospitalized.
The official Moscow announced that four attackers suspected of the massacre have been arrested, with a total of 11 people being detained.
