Greek Member of the European Parliament, Emmanuel Fragkos, has written to the European Commission regarding the verdict against the President of Republika Srpska, Milorad Dodik.
The inquiry from the Greek MEP is presented in full:
“The verdict against the President of Republika Srpska and the violation of the Dayton Agreement
On August 1, 2025, the Appeals Chamber of the BiH Court confirmed a one-year prison sentence for the elected President of Republika Srpska, Milorad Dodik, as well as a six-year ban on political activity, due to his refusal to implement decisions by Christian Schmidt, an individual not confirmed by the UN Security Council as High Representative, thereby violating Annex X of the Dayton Agreement.
Since the Dayton Agreement represents the cornerstone of peace in the Western Balkans, a region vital for the political orientation and security of the EU, and taking into account Article 21 of the EU Treaty and the EU’s obligation to promote international law and the principle of peaceful dispute resolution, I request a response regarding:
a) the compliance of the actions mentioned above with international law,
b) any justification for the appointment and authority of an illegitimate official,
c) the potential undermining of the rule of law and democratic will.
Questions for the Commission:
- What is the Commission’s stance on the legality and legitimacy of the verdict against the elected president for refusing to carry out orders from illegitimate officials?
- How does the Commission assess the impact of this case on the implementation of the Dayton Agreement and institutional balance in BiH?
- Does the Commission intend to intervene, through the EU Special Representative or other foreign policy mechanisms, to ensure compliance with international law and prevent practices that undermine stability in the region?”**
