The Government of Republika Srpska has adopted its 36th report to the United Nations Security Council, reaffirming its commitment to the Dayton Peace Agreement while calling for the closure of the Office of the High Representative (OHR) and the restoration of democracy, sovereignty and the rule of law in BiH.
The report was submitted to all UN Security Council member states by the Prime Minister of Republika Srpska, on behalf of Republika Srpska as a signatory to all annexes comprising the Dayton Peace Agreement.
Covering the period from May to October 2026, the document outlines the Government’s positions on key political, constitutional and institutional challenges facing BiH.
As in previous reports, the Government seeks to clarify its views and concerns to members of the Security Council and the wider international community.
Commitment to the Dayton Agreement and peaceful dialogue
The report reaffirms Republika Srpska’s commitment to the Dayton Peace Agreement and the constitutional framework it established in BiH.
It also emphasizes Republika Srpska’s unwavering dedication to preserving peace and stability and resolving political divisions through dialogue.
According to the Government, respect for the constitutional order established at Dayton by all political and institutional actors is the only viable path toward the successful functioning of BiH.
Republika Srpska calls for permanent closure of OHR
A central focus of the report is the need to restore democracy, sovereignty and the rule of law in BiH.
The Government argues that foreign high representatives have governed the country through unilateral decisions, allegedly exceeding their authority and violating both the Constitution of BiH and international law.
The report states that an increasing number of prominent experts and former high representatives have concluded that the Office of the High Representative should finally be closed.
It also challenges the legitimacy of the so-called 5+2 Agenda, which establishes conditions for the closure of the OHR.
According to the Government, the agenda has no legal standing or legitimacy, is impossible to fulfill and should therefore be permanently abandoned.
Parliament must remain the sole legitimate legislator
The report further emphasizes that Republika Srpska recognizes only democratically elected parliaments as legitimate legislative authorities.
It maintains that the Parliamentary Assembly of BiH is the only institution authorized to enact legislation at the BiH level, consistent with the principles governing democratic states.
The Government argues that restoring the rule of law requires not only the closure of the OHR but also the annulment of all laws imposed by high representatives through unilateral decisions rather than adopted through democratic parliamentary procedures in accordance with the Constitution of BiH.
Elected representatives should determine BiH’s future
Republika Srpska expresses confidence that returning political and legislative decision-making to the elected representatives of all three constituent peoples would strengthen BiH’s institutions.
According to the report, such an approach would help guide the country toward lasting stability and prosperity.
The Government reiterates that constitutional dialogue, democratic legitimacy and respect for the Dayton framework remain essential to BiH’s future.
