Siniša Karan stated in Banja Luka that High Representatives must withdraw their anti-Dayton decisions before leaving office, because those decisions cannot serve as a foundation for domestic political leaders to build a Bosnia and Herzegovina based on the Dayton Peace Agreement.
“For 30 years, Republika Srpska has warned about the destruction of the Dayton Peace Agreement and the Constitution. In the early years, the dominant violations came from the High Representatives themselves. I remind everyone that over these years they adopted 913 decisions which not only undermined Dayton and the Constitution of Bosnia and Herzegovina, but primarily targeted the constitutional and legal position of Republika Srpska under Annex Four, which guarantees its strong autonomy,” Karan said.
According to him, over the past three decades an “anti-Dayton Bosnia and Herzegovina” and a parallel system have been created.
“It is encouraging that others have now also realized that High Representatives must leave this region. But what is important is that they must also take with them all anti-Dayton decisions and all measures that destroyed the foundations of Dayton Bosnia and Herzegovina,” Karan stressed.
He added that Christian Schmidt is the clearest example of someone acting above the will of the people by attempting to overturn the democratic choice of citizens who elected Milorad Dodik.
“He must withdraw all anti-Dayton decisions with him, because the anti-Dayton measures left behind cannot be the basis upon which domestic leaders continue working and building a Dayton-based Bosnia and Herzegovina,” Karan emphasized.
The statement comes after the recent United Nations Security Council session on Bosnia and Herzegovina, where Vasily Nebenzya called for the urgent closure of the Office of the High Representative, describing it as the main factor of instability in Bosnia and Herzegovina.
