“Twenty-eight years ago today, the presidents of Serbia, Croatia, and Bosnia and Herzegovina, Slobodan Milosevic, Franjo Tudjman, and Alija Izetbegovic, signed the Peace Agreement on Bosnia and Herzegovina in the Elysee Palace in Paris. The agreement, previously negotiated in Dayton, came into effect at the moment of signing and consists of 11 articles that broadly outline arrangements detailed in the Dayton Agreement.

Article 10 of the Peace Agreement ensured mutual recognition between the Federal Republic of Yugoslavia and Bosnia and Herzegovina within international borders. The expected recognition between Yugoslavia and Croatia did not materialize, as Croatia withdrew its promise of a secret territorial exchange between the Federal Republic of Yugoslavia, the Republika Srpska, and Croatia, concerning the concession of Prevlaka for the so-called Dubrovnik hinterland.

Representatives of the guarantor countries of the agreement, including Bill Clinton, President of the United States, Jacques Chirac, President of France, John Major, Prime Minister of the United Kingdom, Helmut Kohl, Chancellor of Germany, Viktor Chernomyrdin, Prime Minister of the Russian Federation, and Felipe Gonzalez, on behalf of the European Community, also signed the Paris Peace Agreement for Bosnia and Herzegovina.”
