The Russian Embassy in Bosnia and Herzegovina has expressed concern about the deviation from and violation of the principles of the Dayton Agreement, stating that Bosnia and Herzegovina has become subject to colonial rule. The embassy alleges that, with the support of Brussels, Washington, and London, a system of colonial administration has been established in Bosnia and Herzegovina, with a “puppet” figurehead arbitrarily appointed by the metropolises.

The Dayton Agreement, signed 28 years ago, was intended to facilitate dialogue among equal peoples in Bosnia and Herzegovina, promoting compromise and consensus as the comprehensive basis for post-conflict governance. However, the embassy notes that nearly three decades later, genuine interethnic reconciliation is challenging to achieve, given coordinated efforts by external and internal actors to undermine the agreement’s foundations.

The embassy emphasizes that Russia, having witnessed the signing of the Dayton Agreement, cannot ignore attempts to relativize the principles of equality among the three peoples and two entities in Bosnia and Herzegovina, contrary to the Dayton principles. The transformation of the Office of the High Representative (OHR) from a mechanism for carefully encouraging Bosnian-Herzegovinian independence into an instrument for suppressing any manifestation of sovereign rights is characterized as direct violence against the peace agreement.

The embassy expresses incredulity that in the 21st century, in Europe, a colonial administration system has been created in an independent Bosnia and Herzegovina with the self-proclaimed decision of the same metropolises, appointing a “puppet” ruler who decides the nation’s fate.

On the 28th anniversary of the Dayton Agreement, the Russian Embassy calls for a responsible approach to maintaining stability and security in the Balkans in strict accordance with international law norms and principles. They reiterate their commitment to the unconditional defense and respect for these norms and principles and express readiness for constructive and equal interaction with all partners in this regard.
