Kaluža: Clear message from US – domestic leaders must reach agreement as OHR heads toward closure

The United States sent a clear message at the latest United Nations Security Council session in New York that political agreements in BiH should be reached by domestic leaders and that the Office of the High Representative (OHR) is moving toward closure, international relations expert Lučijano Kaluža said during an appearance on RTRS’s morning program.

US emphasizes dialogue among domestic political leaders

“The discussion is about abolishing the position of High Representative. The United States has sent a clear message: agreements among domestic leaders and dialogue are prerequisites for the complete closure of the Office of the High Representative.

“This is also a clear message that talks should include Milorad Dodik, who was the absolute winner of the elections in Republika Srpska,” Kaluža stated.

He emphasized that Republika Srpska has significantly strengthened its international engagement in recent years.

“Republika Srpska does not avoid Brussels either, but it demands equal status.

“Foreign policy in BiH falls under the jurisdiction of the Presidency, and there are clearly defined limits to the activities of BiH diplomacy.

“It is evident that there are three diplomatic approaches representing three constituent peoples. Bosniak diplomacy uses BiH institutions to impose its own positions, which is extremely dangerous,” Kaluža added.

Kaluža warns of growing challenges facing the European Union

According to Kaluža, although the European Union seeks to remain an influential international actor, it is increasingly showing signs of weakness.

“The EU has major problems and faces serious challenges, including shortages of gas and other energy resources, as well as the rearmament of most member states.

“We are witnessing protests in major European Union countries, which clearly indicates dissatisfaction among their populations.

“Even when regular supplies of Russian gas are restored, prices will not return to the levels seen before the conflict in Ukraine, meaning that these problems will continue.

“Republika Srpska must act wisely in these circumstances and must not allow protests from Europe to spill over onto its territory,” Kaluža emphasized.
