Cooperation between the OSCE and the institutions of Republika Srpska and Bosnia and Herzegovina is very good, Head of the OSCE Mission to Bosnia and Herzegovina Richard Holcaple said on RTRS’s Morning Programme.
“We also work with local police agencies. There are challenges when it comes to the functioning of many institutions at the level of Bosnia and Herzegovina. Our role is to provide support to the Dayton institutions,” Holcaple said.
He stressed that all institutions must function properly.
“The many tasks facing Bosnia and Herzegovina require institutions to function both at the entity level and at the level of Bosnia and Herzegovina,” Holcaple said.
He also underlined the importance of properly managing the electoral cycle.
“We are providing support to the Central Election Commission. We see challenges in terms of the level of public trust in the electoral process. All candidates should present clear options to their voters,” Holcaple said.
Holcaple voiced support for new election technologies.
“New technology will increase trust in the electoral process. There are measures in place to secure the data. Problems may arise, but there are safeguards and they will be used if necessary,” he said.
He also referred to the pilot project in Brčko.
“It was successfully implemented. We will also have a paper trail, so everything related to voting can be verified, and that is an important safeguard,” Holcaple said.
