Knežević: there are two possible scenarios if a High Representative is not appointed

If a new High Representative is not appointed, there are two possible scenarios: either Christian Schmidt remains in some form, or his deputy, the American diplomat and Supervisor for the Brčko District, assumes the role with full authority, said Zlatko Knežević in the programme Drugi ugao.

  • If a High Representative is not appointed, the situation branches into two possibilities. One is that Schmidt remains in some form, while the other is that his deputy, the American diplomat and Supervisor for Brčko District, takes over the position in full capacity – Knežević stated.

He added that when discussing international influence, it is important to remember that the Dayton Peace Agreement, including its annexes, was originally crafted by the United States.

  • The Dayton Agreement itself, together with its annexes, was created by the United States. The actions of previous High Representatives were carried out in coordination with, and perhaps even with the approval of, the United States. We are talking about a global diplomatic superpower – Knežević said.

Speaking about the role of Europe, he noted that any consensus reached within European institutions would also bring significant responsibility.

  • When it comes to the European Union and the Council of Europe, if consensus is achieved, then a major responsibility is assumed. As for Russia, it is quite certain that it is consulted on all these issues – he emphasized.

Knežević added that a broader agreement among the major powers would fundamentally change the situation.

  • If an agreement is reached among the United States, Russia, and China, and the functioning of a new High Representative is tacitly accepted, then that is an entirely different story – he said.

He concluded by reiterating what he described as a key principle for Republika Srpska:

  • It is important that Republika Srpska is at the table, not on the table.
