UN Secretary-General candidate Pino Arlacchi stated that there is a possibility Christian Schmidt could face prosecution for alleged financial abuse of office if sufficient evidence is collected, while also raising what he described as the key question — why does the Balkans still have a High Representative?
- There is no need for that. It reflects the old unipolar world. Balkan countries should reject the continuation of this procedure because it is offensive. Why should a country be supervised in the name of the UN? That is not sustainable, not appropriate, and not good – Arlacchi said.
The sociologist and one of the authors of the UN Convention against Transnational Organized Crime argued that such a system is also not in line with international law.
- We have stable countries. Why would they need a supervisor? Because of a war and conflict that happened 30 years ago? It is simply incomprehensible – Arlacchi stated.
He also assessed that the United Nations is currently at the lowest point in its history.
- Nobody cares about the UN anymore, and it has become completely marginalized in all major international crises. We have three international crises — Ukraine, Gaza, and Iran. The UN has not demonstrated any significant position, project, plan, or idea regarding these crises, even though that is its primary mandate. If the UN is absent from crises, then what is the purpose of the UN? – Arlacchi asked.
He said that if elected Secretary-General, he plans major reforms within the organization in order to make it more useful for the global system.
- My project is simple — to make the General Assembly a fully empowered body, abolish the Security Council and the veto right, and instead establish a peace council directly elected by the General Assembly – Arlacchi said.
According to him, the proposed peace council would play a major role in international crises, backed by a strong mandate from the General Assembly.
Speaking about Kosovo, which he previously described as a “mafia state,” Arlacchi said he does not possess enough recent information and has not dealt with the issue for several years.
- It is common that states run by organized crime do not change overnight, unless something truly significant has happened in Kosovo. The recent history of Kosovo is a history of crime and links between politics and criminal structures – Arlacchi stated.
Arlacchi is currently visiting Serbia for the International Scientific Conference “International Criminal Law with Special Reference to Environmental Protection,” being held on Tara Mountain and organized by the Association for International Criminal Law.
