Avramović: Imposed unconstitutionality against Republika Srpska

Republika Srpska must break out of the framework of unconstitutionality and illegality imposed from the level of Bosnia and Herzegovina, said analyst Željko Avramović in the RTRS Morning Program.

Commenting on the recent decision of the incomplete Constitutional Court of Bosnia and Herzegovina to declare the first government of Savo Minić unconstitutional, Avramović said that the incomplete Constitutional Court is a major problem.

“At the level of Bosnia and Herzegovina, we are witnessing a phase of complete unconstitutionality. We have an incomplete Constitutional Court that declared a date unconstitutional; that same court claimed that one country can have two legislators. The behavior of the incomplete Constitutional Court is a club aimed at Republika Srpska—an inquisition, a form of pressure against Srpska. That is why it makes no sense to comment on the conduct of that court,” Avramović stated.

Avramović also commented on the verdict of the Court of Bosnia and Herzegovina, which in a first-instance ruling sentenced Miodrag Malić to three years in prison for raising photographs of the first President of Republika Srpska Radovan Karadžić and former Commander of the Army of Republika Srpska Ratko Mladić, along with the three-finger salute, at an opposition rally in Banja Luka.

“This means that at the level of Bosnia and Herzegovina we have a court that deals with emotions,” Avramović said.

According to him, the repeated elections in Republika Srpska scheduled for February 8 are also imposed and unnecessary.

“Every election is a contest in itself. The February 8 elections are not a contest between Siniša Karan and Branko Blanuša, but a contest between Republika Srpska and Sarajevo. I am certain that when the choice is between Sarajevo and Srpska, people will choose Srpska. Citizens have a high level of political awareness. They will punish the attempt by the SDS to have Sarajevo decide,” Avramović emphasized.

He added that these should be the last elections conducted by the Central Election Commission, which he described as a disgrace.

“Everything there is outside the law,” Avramović said, adding that Republika Srpska must establish its own election commission as soon as possible so that Sarajevo does not decide who will lead Republika Srpska.

Avramović also commented on the three-day visit of the Republika Srpska delegation to Israel.

“Israel is one of the most powerful states in the world, and when you look at the level of meetings organized for Srpska officials, a layperson could think these are countries like Britain or Germany. People here know that diplomatic language is restrained, and when the Israeli foreign minister says the meeting was excellent, people should understand that this is a great recognition,” Avramović said.

He noted that this sparked anger in Sarajevo, as confirmed by the announcement from Elmedin Konaković that he would send a protest note.

“Israel is the most important partner of the most powerful country in the world. Having an ally in Israel is a major thing. Republika Srpska has gained a lot, and the benefits will only be felt in the coming months. Srpska has received a strong tailwind for preserving its position,” Avramović said.

He added that the display of the flags of Republika Srpska and Israel during the official meetings also drew significant attention.

“There is no coincidence here. Israeli officials did this very consciously. There was no flag of Bosnia and Herzegovina. This visit bothers Konaković. Bosnia and Herzegovina does not have sovereign authority; it is the only country with dual power, an unfinished state. The Bosniak political project seeks to dismantle Republika Srpska and cannot accept any action by Srpska that steps outside the framework of abnormality,” Avramović said.

According to him, Israel demonstrated understanding for Republika Srpska and the situation in Bosnia and Herzegovina, with discussions also focusing on the Dayton Agreement.

“This is a country with one of the strongest diplomatic services in the world. There are no surprises for them—they are well informed and know what is happening in Bosnia and Herzegovina and the region. Protection from Islamist influence was expressed. This is a country that has gone through challenges similar to those faced by Srpska. Republika Srpska has gained a great deal from this,” Avramović concluded.
