Dodik: the court and prosecutor’s office must operate according to the Constitution

President of Republika Srpska Milorad Dodik said in the RTRS program Telering that he is not opposed to the existence of a Court and Prosecutor’s Office at the level of Bosnia and Herzegovina if they function based on laws adopted in accordance with the Constitution of BiH, and not on decisions imposed by Christian Schmidt.

Dodik stated that positions of power in the world, as well as concepts and perspectives, have changed. He noted that the force which was politically and economically dominant has now shifted.

He emphasized that former U.S. President Donald Trump said he did not want to interfere in the internal affairs of states or create new ones, and that Bosnia and Herzegovina is such a state.

“If that concept has failed, it means that BiH has failed as well. The attempt to impose the idea of ‘one man, one vote’ leads nowhere. The success of our, my policy lies in the fact that they failed to complete the plan they intended several years ago. The Muslims, together with the U.S. administration, conceived a project of a unitary Bosnia. If they want to pursue that, let them, but that is a failed concept. Billions were invested in that functioning, through various U.S. and EU funds. In the U.S., that has all collapsed. There is no more USAID; for now, some of it is still being covered by European funds, but Europe is also collapsing,” Dodik said.

He added that there is no rule of law in BiH.

“Hungarian Prime Minister Viktor Orban said that people in BiH should be consulted, and not have decisions made in their name. But no, it’s easier for them, and they receive high salaries for that, like Schmidt, who gets around 40,000 euros a month and is fighting for his illusion. I have preserved stability and peace. The fact that my name was mentioned 503,000 times in global media over three months proves that,” he said.

Dodik said that SDA and the “Trojka” are losing the foreign support they’ve grown used to.

“They no longer have a foundation—no more interventions. They still have a bit of support from the Germans and the British. I would say that the U.S. is out of the picture, and they won’t manage in the next three years, which will push BiH into further paralysis. BiH cannot become anything other than a reason for dissolution. In any case, they can say whatever they want. I tell them: we need to read the Dayton Constitution, find neutral authorities to interpret it, and talk about it,” he added.

Dodik called for an agreement on the issues in BiH.

“The Court, Prosecutor’s Office, and SIPA must be put on the agenda. I am not against having one level of the Court and Prosecutor’s Office at the BiH level for laws adopted under the BiH Constitution, not based on decisions imposed by Christian Schmidt. I think that’s a rational position. But they must understand that in the name of the people of BiH, there exists a judicial institution that acts and rules based on the needs of foreigners,” said Dodik.

Dodik believes that the Bosniak people have been manipulated—not by Serb or Croat politics, but by politics coming from Sarajevo.

“They need to know that no Serb should harm any Bosniak or Muslim, but likewise, I will not allow Muslims to harm Serbs,” he said.

Regarding the financial situation in Republika Srpska, Dodik emphasized that the situation is stable, despite various provocations and rumors coming from the Federation of BiH.

“They’ve destroyed the concept of BiH’s international politics. It’s come down to the fact that the Minister of Foreign Affairs in the Council of Ministers, Elmedin Konaković, has the same policy as his predecessor. His position is that Milorad Dodik is some kind of ‘dragon.’ There is no decision by the BiH Presidency stating that Republika Srpska is a disruptive factor. So how can Konaković claim that this is the case in BiH? You thought you could put Dodik in prison so that your political victories would be guaranteed, but that’s not going to happen. Why does Konaković have the right to express international positions on behalf of BiH, and Republika Srpska does not? I want the situation in BiH to calm down. What we have now is not calm—it is the Sarajevo narrative,” said Dodik.

He said there was an attempt to make a deal with the opposition in Republika Srpska.

“How do you intend to implement that in Republika Srpska? Who governs here—the government of Srpska, the National Assembly, the ruling coalition, which holds the instruments of power? And you want to impose opposition views on us. Who would accept that as logical?” Dodik concluded.
