Konaković’s letter a dark moment for democracy

Radovan Kovačević, a delegate in the Serb Club of the House of Peoples of the Parliamentary Assembly of BiH, stated to RTRS that the request by the Minister of Foreign Affairs in the Council of Ministers, Elmedin Konaković, for the continued presence of the OHR (Office of the High Representative) represents a dark moment for democracy and all civilized values.

  • “Imagine what a dark moment for democracy it is when someone who is supposed to be a democratic leader of a people in BiH asks that foreigners, instead of themselves, govern the country. Instead of advocating for what they claim to support, which is the sovereignty and integrity of BiH, they are asking for someone else to rule,” said Kovačević.

He emphasized that Konaković’s letter contained many falsehoods.

  • “He wrote that the ‘High Representative’ is the supreme interpreter of the BiH Constitution. This has nothing to do with the truth. The ‘High Representative’ first needs to be appointed in accordance with the Dayton Agreement, and that has not been respected. The ‘High Representative’ only interprets Annex 10 and has nothing to do with the Constitution,” Kovačević explained.

Kovačević also stated that it is a lie that a ‘High Representative’ exists.

  • “We also have the lie that the PIC (Peace Implementation Council), to which Konaković supposedly addresses himself, exists. The PIC does not exist according to the Dayton Agreement,” Kovačević pointed out.

He asserted that the truth cannot be built on lies.

  • “We hear the same from Konaković when he says that minor forces could take over processes. They cannot. We will not allow him, as a minor force, to take over processes in BiH,” Kovačević emphasized.

Kovačević stated that Konaković does not have the right or constitutional authority to lead BiH’s foreign policy.

  • “Foreign policy is created by the BiH Presidency according to the Constitution. He is there only to implement what the Presidency instructs him to do. And we know that the Presidency has not instructed anything of the sort,” Kovačević concluded.
