Bećirović continues his lawlessness in the BiH Presidency; a constitutional coup is unfolding

Bosniak member of the Bosnia and Herzegovina Presidency Denis Bećirović continues to mislead the Commission to Preserve National Monuments and the public in Republika Srpska and the Federation of Bosnia and Herzegovina despite the decision to protect the vital interest of Republika Srpska, invoked by Serb member of the Presidency Željka Cvijanović and adopted by the National Assembly of Republika Srpska.

Srna has learned that the signed decision, which has not entered into force, was delivered to the Commission to Preserve National Monuments by the chief of staff of the Bosniak member of the Presidency, thereby continuing what is described as lawlessness, as well as procedural and constitutional abuse orchestrated by Bećirović.

In addition to his persistent attempts to appoint members of the Commission, this move also violated Article V, Paragraph 2, Point D of the Constitution of Bosnia and Herzegovina, because a chief of staff cannot deliver an act of the Presidency. That duty belongs to the secretary general, and only the secretary general may do so.

All of this suggests deliberate deception, manipulation and an attempted constitutional coup by the Bosniak member of the Presidency.

At the Presidency session on June 29, after constitutional and procedural rules had allegedly been violated on several occasions during the discussion on appointing members of the Commission to Preserve National Monuments of Bosnia and Herzegovina, Serb member of the Presidency Željka Cvijanović left the session, but the vote was nevertheless carried out without a quorum.

The vote was held on a list of candidates for Commission members containing four names, without any proposal from Republika Srpska.

Cvijanović used the mechanisms available to her and declared the decision destructive to the vital interests of Republika Srpska.

At a special session yesterday, the National Assembly of Republika Srpska, by a two-thirds majority, confirmed Cvijanović’s statement that the decision of the Bosnia and Herzegovina Presidency on appointing the Commission to Preserve National Monuments, adopted without consensus at the session of that joint institution, is highly harmful to the vital interests of Republika Srpska.

This means that, for Republika Srpska, the disputed decision of the Bosnia and Herzegovina Presidency will not enter into force.
