Professor of geopolitics Srđan Perišić said on RTRS Morning Program that the chief negotiator with the European Union is not a genuine negotiator but rather an executor of Brussels’ dictates imposed on Bosnia and Herzegovina.
He explained that the EU accession process is far from a balanced dialogue as it is presented to the public, noting that the question of appointing the chief negotiator has been open for some time, yet few truly understand what the position entails.
“Did any of the countries that became EU members actually negotiate their terms, present their demands, and defend their interests? The EU accession process is not mutual but one-sided. A country must accept all existing EU laws — there are no real negotiations. The so-called negotiator is, in fact, not a negotiator at all but a mediator in implementing the EU’s directives toward a future member state,” said Perišić.
He added that Brussels insists on selecting a person who will be its extended arm in BiH, under the guise of an internal matter:
“Formally, the EU says it doesn’t interfere, but in reality, it seeks someone who will enforce its agenda. All the laws that BiH must implement come as pre-drafted packages. There’s no real negotiation — it’s a diktat — and the ‘negotiator’ must be their person.”
Perišić emphasized that Republika Srpska has a clear interest in ensuring that a Serb represents this position, given that the EU’s legal framework inherently transfers competencies from the entities to the BiH level.
“The EU has never hidden its goal — it seeks a unitary and centralized BiH. This is the essence of the political struggle. Brussels wants a ‘negotiator’ who will pressure all levels of authority in BiH on behalf of the EU, while Republika Srpska wants someone who will actually negotiate and say: ‘This cannot be done’ or ‘This is not in line with the Constitutions of BiH and Republika Srpska.’ Such transfers of authority effectively mean changing the constitutional structure of BiH, which was defined by Dayton as a mix of federal and confederal elements,” Perišić warned.
According to him, the Council of Ministers should formally appoint the negotiator:
“However, the House of Representatives adopted a conclusion giving itself that right — without the participation of the House of Peoples. Since the Parliamentary Assembly of BiH is bicameral, this move bypassed the mechanism that protects the voice of Republika Srpska. It sets a dangerous precedent and shows the continued influence of Christian Schmidt and Michael Murphy, who have worked in sync to weaken SNSD’s position at the BiH level and to create parallel structures.”
Perišić added that the European Union itself faces a deep crisis of values:
“Thirty years ago, everyone wanted to join Europe, but it has since become clear that the EU is the political and economic wing of NATO — a product of globalism and Atlanticism. Once countries join the EU, they soon abandon neutrality and enter NATO. Today, NATO is the EU’s military arm, and the EU is one of the key actors in the war in Ukraine. Its leaders openly say they must ‘win,’ but the EU cannot win that war,” he concluded.
