Schmidt could become a topic before the International Court of Justice

The UN Security Council may request an advisory opinion from the International Court of Justice (ICJ) on the procedures and modalities for appointing high representatives in Bosnia and Herzegovina in accordance with the Dayton Peace Agreement, according to a statement published on the United Nations website.

The text notes that diverging views regarding the role of the Office of the High Representative (OHR) remain the key point of disagreement among Security Council members. This topic will be on the agenda of the Council’s semiannual debate on Bosnia and Herzegovina, scheduled for October 31.

The report recalls that China and Russia do not recognize the authority of Christian Schmidt as the High Representative, and both countries have called for the closure of the OHR, while Western members of the Council — including France, the United Kingdom, and the United States — oppose imposing a timeline for its closure without referring to the “5+2 Agenda.”

The 5+2 Agenda outlines five objectives and two conditions established by the Peace Implementation Council (PIC) that must be fulfilled before the OHR can be closed.

Another issue on the Council’s agenda will be the renewal of the EUFOR Althea mission mandate, which expires on November 1.

“The most likely outcome is an extension of the mission’s mandate for another year without any significant changes,” the text states.

The UN Security Council debate on Bosnia and Herzegovina is scheduled for October 31 at 4:00 p.m. CET, according to SRNA.
