President of Republika Srpska: No one has the authority to impose laws

President of Republika Srpska Milorad Dodik stated that the so-called Bonn powers do not give foreigners the right to pass laws, and he called on SDS deputies in the National Assembly not to mislead the public with claims about the past and his actions during his first mandate as prime minister.

“Do you know that at the 2007 PIC session, Carlos Westendorp came out and said that they were not acting in accordance with the Dayton Agreement, and the head of the European Commission said that it was a bluff? Don’t mislead the people,” Dodik told SDS deputies at the special session of the National Assembly.

Dodik said that many from the SDS refused to defend the first president of Republika Srpska, Radovan Karadžić, while he did so. He also reminded that the SDS expelled Karadžić, who was the party’s first leader.

He recalled that in 1997 Republika Srpska was divided into east and west.

“In 1997 Republika Srpska was divided. That line of division was the tri-border area near Derventa and Prnjavor. The police were divided. In those circumstances, when the international factor was waiting for Republika Srpska to disintegrate, and with a split within the SDS, Biljana Plavšić requested a new government,” Dodik said.

He stressed that five people refused the mandate, and in the end, it was offered to him to form a new government.

“I accepted the mandate, and the government was formed on Epiphany, at the very moment of division. Bosniak and Croat deputies came under physical security protection. If Republika Srpska had not found an answer at that moment, it would have meant the end,” Dodik noted.

He said that as a Reformist deputy in the first convocation of the National Assembly, he voted for the formation of Republika Srpska.

“I commend the vision of the people who at that time advocated for the creation of Republika Srpska,” Dodik emphasized.

He added that, during the greatest blockades and divisions, he managed to unify Republika Srpska, and for that he was often exposed to threats.

Dodik underlined that a political agreement within Republika Srpska is necessary in order to respond to all challenges, especially given that in Sarajevo it is impossible to reach any kind of agreement within BiH.

“Many sitting in the National Assembly from the opposition want to seize every opportunity to speak badly of me. I did not come here to clash with you, nor with the Bosniaks, nor with the international factor. I am here as the representative of the people, who are the victims of this time,” Dodik said during the debate on the Information regarding the BiH Court ruling against the President of Republika Srpska and the decision of the BiH Central Election Commission to terminate his mandate, and on the position of the National Assembly concerning future actions of Republika Srpska’s institutions.

He pointed out that it was not by chance that Bosniaks chose to attack the office of the President of Republika Srpska through the Court and the Prosecutor’s Office.

“They want Sarajevo to decide everything. They even ignored the opinion of the specialist who operated on me, so I had to accept doctors from Sarajevo to decide on it,” Dodik reminded.

He stressed that he cannot allow Serbs to be subjected to persecution.
