Mitrović: an undefined international community has no right to dictate affairs in BiH

An undefined and vague “international community” has no legal right to dictate the relations within Bosnia and Herzegovina (BiH) as a member of the United Nations (UN). Such a right does not exist under the Dayton Peace Agreement, nor under the UN Charter, emphasized Slavko Mitrović, a legal expert.

  • “This right does not exist under the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, nor under any other act of international law that is an integral part of the Constitution of BiH,” Mitrović wrote in a column for Glas Srpske.

He reminded that the Dayton Agreement consists of only 11 articles, and that the so-called international community has invented and implemented non-existent Articles 12, 13, and 14, despite not being defined anywhere.

  • “Who exactly are they, and why are the signatories of the Dayton Agreement and its 11 annexes accepting this? The answer lies in a centuries-old project aimed at teaching ‘helplessness’ to so-called inferior races, nations, and individuals—those deemed less valuable and allegedly incapable of knowing what is best for them. The ‘international community’ then assumes the role of dictating their fate,” Mitrović argued.

He also pointed out that the high representative is not mentioned anywhere in the Dayton Agreement itself.

  • “The high representative is only referenced in Annex 10 of the Dayton Agreement. This annex is the sole legal basis for their role, and even then, only as a representative of the signatory parties to Annex 10—including Republika Srpska—who initially requested the appointment of a single high representative, which at the time was Carl Bildt,” Mitrović explained.

He further noted that this lack of accountability was deliberately designed to shield the high representative, the Peace Implementation Council, and the Western embassies in Sarajevo from any legal responsibility.

  • “They bear no responsibility for the legal violations, injustices, chaos, and instability, nor for the damage inflicted upon BiH and its citizens over the past 30 years—years that have been consumed like a plague of locusts,” Mitrović concluded.
