Republika Srpska to build a solar power plant as large as 160 football pitches

The construction of the “Dubovik” solar power plant, with a capacity of between 80 and 99 megawatts (MW), is planned in the area of Srednji Dubovik in the Municipality of Krupa na Uni. The project could become one of the largest solar energy facilities in Republika Srpska and among the largest in Bosnia and Herzegovina.

The Ministry of Spatial Planning, Construction and Ecology of Republika Srpska has announced the start of a public review of the draft Environmental Impact Assessment Study for the project, whose developer is GTI d.o.o. Sarajevo.

According to previously prepared documentation, the solar power plant is to be built on an area of approximately 1.16 million square metres, or 116 hectares of land in the cadastral municipality of Srednji Dubovik. This corresponds to an area larger than 160 standard football pitches.

More than 139,000 solar panels

The technical documentation envisages the installation of a total of 139,360 photovoltaic panels, each with a capacity of 575 watts, arranged in 5,360 arrays. The power plant is designed as a complex facility divided into ten separate functional units, or fields.

The planned installed capacity amounts to 80 MW, while a grid connection capacity of up to 87.6 MW is planned for connection to the Bosnia and Herzegovina electricity system.

Experts estimate that a solar power plant of this size could generate between 110 and 140 gigawatt-hours of electricity annually, enough to supply several tens of thousands of households.

Proximity to transmission lines a major advantage

One of the reasons this location was selected is its well-developed electricity infrastructure.

A 220-kilovolt transmission line is located in the immediate vicinity of the planned facility, while the 110-kV Bosanska Krupa–Prijedor transmission line is approximately 1.5 kilometres away. The power plant is planned to be connected to the 110-kV network through a new 2×50 MVA substation and a dedicated transmission line.

The documentation states that the 110-kV Prijedor 2–Krupa transmission line passes directly through the site, further facilitating the future plant’s connection to the transmission network.

Concession awarded in 2025

The project is not new, as the investor already holds a concession agreement for the location signed with the Government of Republika Srpska in January 2025.

The parcels designated for construction are owned by Republika Srpska and the Municipality of Krupa na Uni.

Public hearing on June 25

The public review of the draft Environmental Impact Assessment Study will run from June 15 to July 15 this year, while a public hearing will be held on June 25 at the premises of the Krupa na Uni Municipal Administration, beginning at 11:00 a.m.

Citizens, institutions and organizations may submit their comments and suggestions to the Ministry during the public review period.

For the Municipality of Krupa na Uni, which according to the latest census has fewer than 1,600 residents, this is one of the largest investment projects planned in its territory in recent years. The documentation states that the project could contribute to new employment opportunities and increased economic activity in this part of Republika Srpska, according to Nezavisne novine.
