Goran Selak, Minister of Justice in the Government of Republika Srpska, said that it is essential to respect and apply the Constitution of BiH exactly as written in Annex Four of the Dayton Peace Agreement, along with full adherence to the rule of law and the consistent implementation of this international treaty.
He emphasized that the rule of law, legal certainty, and respect for international agreements must form the foundation of today’s BiH, noting that the Constitution — in addition to being a political document — is also the highest legal act that must be protected from arbitrary interventions.
“Thirty years after the signing of the Dayton Peace Agreement, it is our duty to remind everyone that this agreement brought peace, stability, and shaped the constitutional and legal order of BiH. The Dayton Agreement is not just a historic document that ended the war, but a valid international treaty and the foundation on which the internal structure of BiH rests,” Selak said on the 30th anniversary of the agreement’s initialing.
He stressed that any imposition or interpretation that departs from the clearly defined constitutional structure, and any encroachment on entity competencies, represents a deviation from the rule of law and a violation of the Dayton Agreement, which he described not as a problem but as a permanent solution.
Minister Selak noted that the Dayton Agreement ended the war, preserved the equality of the peoples, defined the competencies of BiH and the entities, and enabled the development of a democratic system based on consensus and dialogue. He added that respecting this agreement does not mean returning to the past, but preserving peace and stability for the future.
He called on all domestic and international institutions to show responsibility, return to the letter of the Dayton Agreement, and respect the clearly defined constitutional framework.
“Only in this way can we build trust, preserve stability, and protect the peace that Dayton brought. Republika Srpska remains committed to dialogue, mutual respect, and adherence to the Constitution. We will continue to safeguard our constitutional rights, always faithful to the Dayton Agreement, to peace, and to the principles of the rule of law,” Selak concluded.
