Kovačević: property issue above all issues resolved by the Dayton Agreement

Serb delegate in the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, Radovan Kovačević, said today that property is an issue above all others and that it has already been resolved by the Dayton Peace Agreement, stressing that Republika Srpska will know how to protect its property.

“It is known what belongs to Republika Srpska and what belongs to the Federation of Bosnia and Herzegovina. It is also known which limited competences belong to Bosnia and Herzegovina, and property is not among them,” Kovačević told Radio Republika Srpska, reacting to a statement by the Minister of Energy, Mining and Industry of the Federation of Bosnia and Herzegovina, Vedran Lakić, who said that the Southern Interconnection project would not be implemented unless the issue of so-called state property is resolved.

Kovačević emphasized that the Constitution of Bosnia and Herzegovina is clear—everything not explicitly assigned to Bosnia and Herzegovina, and property is not listed among those competences, belongs to Republika Srpska and the Federation of Bosnia and Herzegovina.

He recalled that 49 percent of the territory, along with everything located on it, belongs to Republika Srpska.

Kovačević added that Bosnia and Herzegovina faces many issues that need to be addressed, but that questions already settled by the Dayton Peace Agreement should not be reopened, warning that doing so could only lead to greater problems.

“Republika Srpska knows what its property is and will certainly not give up on it. This is an issue above all issues. Republika Srpska will know how to protect its property, because by protecting property, we protect Republika Srpska,” said Kovačević, who also serves as SNSD spokesperson.
