Karan: BiH has no property — It belongs to the entities

Bosnia and Herzegovina has no property, as the Dayton Peace Agreement and numerous annexes clearly define that property belongs to the entities, said Professor of Constitutional Law Siniša Karan.

“The best proof of this is the annex on the boundary line, which defines the border and property recognized as belonging to the entities,”
Karan told reporters.

He added that succession is something entirely different, noting that the Law on Privatization explicitly shows that the property belongs exclusively to Republika Srpska.


ATTACKS ON SRPSKA HAVE LASTED FOR THREE DECADES

Organized attempts to undermine Republika Srpska have been ongoing since 1995, primarily aimed at stripping away its constitutional competences, said Karan during a meeting with citizens in Teslić.

“They wanted to destroy us,” Karan emphasized, recalling that high representatives issued 913 decisions, all against Srpska, and imposed 166 laws.

He reminded that the “5+2 program” aimed to seize property and hand it over to NATO, cut Republika Srpska in half through the Brčko District, and dismantle economic stability by taking control of the Indirect Taxation Authority (UIO) — all under the guise of “rule of law,” which, he said, was used to label Serbs a “genocidal people.”

“We defended ourselves by saying: we will not give up the sacred value called Republika Srpska,”
Karan declared.

He stressed that Republika Srpska has achieved economic stability and strong institutions that prevent collapse, which is why there have been continued attacks on President Milorad Dodik.

“What pains them most is Annex 4, the Constitution of BiH, which remains untouched. That’s why we fight for the original Dayton, because it gives us strength,”
Karan concluded.
