Ruslan Pukhov: A new global reality opens opportunities for Republika Srpska

Ruslan Nikolayevich Pukhov, a member of the Russian Council on International Affairs—chaired by Sergey Lavrov—and director of the Center for Analysis of Strategies and Technologies, is visiting Republika Srpska for the first time. Speaking to students at the Faculty of Philosophy in East Sarajevo, Pukhov addressed global military and geopolitical shifts, which he has monitored for over 25 years. On this occasion, he donated books on international relations, military history, and theory to the faculty’s library.

Unrest is flaring across the world, a consequence of the West’s hypocritical policies that deny others their freedom, says Pukhov—Russia’s most prominent military and geopolitical analyst—who identifies this as a shared problem of both the Russian and Serb peoples.

He stressed that tectonic shifts are already underway and that the world has entered a multipolar phase where the use of force is once again a key factor. Illusions are coming due, he warned.

“The world has entered a new reality, a new paradigm that opens additional opportunities for both Republika Srpska and Serbia. I can’t say precisely what form these opportunities will take, but I firmly assert that such processes are unfolding—it is quite evident,” Pukhov stated.

According to him, the United States can no longer play the role of global policeman, as it must increasingly turn to solving its own domestic issues.

“That is why we should not expect the U.S. to apply the kind of pressure it once did during the Clinton, Obama, or Biden eras—Biden being the one who fueled the war in Ukraine,” Pukhov added.

He praised the freedoms of speech, education, and movement in Republika Srpska, emphasizing that such rights are unimaginable for the Russian people in Ukraine today.

“As long as this kind of discrimination exists,” he said firmly, “Russia will not tolerate it. A solution will be found—either through diplomacy or by other means.”

Pukhov’s visit was organized by the Embassy of the Russian Federation in BiH. Over the past 25 years, he has become synonymous with military analysis in Russia. He is a member of the Public Council of the Russian Ministry of Defense and head of the Center for Analysis of Strategies and Technologies, said Yuri Pichugin, advisor at the Russian Embassy for scientific, cultural, and educational cooperation.

In collaboration with the Russian House in Belgrade, Pukhov donated books on international relations, military history, and theory to the Faculty of Philosophy in Pale, with plans to continue supplying literature to the institution. After his lecture in Pale, Pukhov will also speak at the University of Banja Luka, at the Faculty of Political Sciences.
