The Minister of Internal Affairs of Republika Srpska, Siniša Karan, is participating in the 13th International Legal Forum in Saint Petersburg, at the invitation of the Minister of Justice of the Russian Federation, Konstantin Chuychenko.
At the panel titled “Sovereignty and Universality in the Context of Global Transformation,” moderated by the advisor to the President of the Russian Federation, Valery Fadeyev, Karan informed attendees about the ongoing crisis in Bosnia and Herzegovina, Republika Srpska, and the Dayton Peace Agreement, the Ministry of Internal Affairs of Srpska announced.
“The political crisis in BiH and Republika Srpska is caused by the destruction of the key principles of the BiH Constitution on which it is based—first and foremost, the rule of law, constitutional order, legality, and the respect for democracy founded on open and fair elections. The absurdity is made even clearer by the fact that this is being done by an ordinary citizen, a foreigner who falsely presents himself as the High Representative and acts outside of Annex 10, thereby further undermining this international agreement,” Karan emphasized.
He stated that we are witnessing the limitations of the globalization concept and that the era of liberal democracy in international relations has come to an end.
“Despite attempts to redefine the concept of sovereignty in international law and relations, sovereignty remains one of the core principles of international law and the relationships between states and other actors. Today, a new and, I believe, fairer world is being born—a multipolar world in which the sovereignty, integrity, and interests of all countries and peoples, including small nations like ours, will be respected,” Karan stated.
The International Legal Forum, held under the patronage of the President of the Russian Federation and organized by the Ministry of Justice of the Russian Federation and the ROSCONGRESS Foundation, gathers more than 5,000 representatives from the legal community, as well as business and academic circles from Russia and other countries.
