Minister of Internal Affairs and constitutional law professor Siniša Karan stated on the program Telering that Bosnia and Herzegovina is currently experiencing its deepest constitutional, political, and legal crisis in the 30 years since the signing of the Dayton Peace Agreement. He explained that this crisis has been caused by the erosion of the Dayton Agreement, particularly Annex IV—the Constitution of BiH—through the actions of the high representatives and the Constitutional Court of BiH.
Karan emphasized that Republika Srpska has been stripped of its competences through coercive means, and that the High Representative has intervened in the Constitution of Republika Srpska five times, imposing 37 key amendments.
He added that the solution to the crisis must be sought through dialogue between the three constituent peoples, without foreign interference.
“Our people would never forgive us—that would be the greatest punishment—if we failed to use all institutional capacities available to us, in accordance with the Constitution and the law, to defend the institutional framework of Republika Srpska,” Karan stated. “We are defending the constitutional capacity of Republika Srpska, which has been deeply and aggressively attacked in an entirely unconstitutional and unlawful manner. This is no longer just legal violence—it’s difficult to even define what kind of violence this is,” he concluded.
