The Minister of Internal Affairs of Republika Srpska, Siniša Karan, stated today that the Interpol organization, in its hundred-year history, has never issued, nor is it allowed to issue, arrest warrants for political persecution.
Karan emphasized that Interpol has strict rules which prohibit it from issuing warrants against individuals who are being politically persecuted due to religious, ethnic, ideological, wartime, or other reasons.
“I believe Interpol will demonstrate its professionalism based on its own legal acts,” Karan told reporters in Prijedor.
He noted that this situation presents an opportunity to internationalize the issue so that the broader international community can understand that this is an unprecedented persecution conducted by a wandering foreigner and unconstitutional institutions.
“Republika Srpska has recognized this and responded institutionally. The National Assembly of Republika Srpska has adopted a series of laws that are binding on all institutions of Republika Srpska, which primarily and predominantly protect its constitutional position, the Constitution of Republika Srpska, the Constitution of Bosnia and Herzegovina, and the Dayton Peace Agreement. That is where the solution to this crisis lies. Return to Dayton, return to the Constitution, expel Christian Schmidt,” Karan stated.
He assessed that Bosnia and Herzegovina is currently undergoing the most serious constitutional and treaty crisis in the last 30 years, noting that unconstitutional institutions and a wandering foreigner have led to a situation where, from a constitutional-legal standpoint, Bosnia and Herzegovina is no longer a state, nor even a protectorate—since even protectorates have established rules.
“It has collapsed to such a degree and its constitutional order has been so degraded that it is unimaginable in today’s democratic world. This crisis began with Schmidt’s decisions and the support of unconstitutional institutions, particularly the Court and Prosecutor’s Office, which provided full support for initiating a politically fabricated process against the President of Republika Srpska,” Karan emphasized.
He recalled that this process began two years ago and continues according to the same pattern—attacking all constitutional institutions of Republika Srpska: the National Assembly, the Government, and the President. He added that this is such an audacious, hypocritical political procedure that it has effectively destroyed the Constitution and the constitutional framework and distorted the elements of the Dayton Peace Agreement beyond recognition or repair.
“In this continuation of political persecution, the only positive aspect is that even members of the international community will unconsciously begin to understand what is really happening—that Schmidt and the unconstitutional institutions are undermining the Dayton Peace Agreement, violating international law, the international convention that protects treaties, domestic law, and the Constitution of Bosnia and Herzegovina, while predominantly attacking the constitutional position of Republika Srpska,” Karan concluded.
