The Serb member and Chair of the Presidency of Bosnia and Herzegovina, Željka Cvijanović, expressed her belief that the stance of U.S. Secretary of State Mark Rubio on the situation in BiH is partly a result of certain activities within old structures that are attempting to draw negative attention from the U.S. administration toward events in BiH.
“We have taken note of it seriously—this is a message coming from a very important address,” Cvijanović stated.
She emphasized that the prevailing view remains that some old structures contribute to shaping certain positions.
“In the past few weeks, we have seen fairly neutral statements, which were welcome, but we believe that this is also a product of certain activities within those same old structures that are, in some way, trying to attract negative attention from the administration to events in BiH,” Cvijanović said.
She pointed out that these situations come and go, but that it is crucial for BiH to resolve issues in the right way.
“You must always address the causes, not just the consequences. I believe that this should also be the approach of this new administration,” Cvijanović said.
She noted that many are already saying that this is not in line with the proclaimed goals of the new administration.
“But, well, we will see. This is a reaction we take seriously and are considering, but we are also aware that some fundamental issues in BiH must be resolved. The very crisis that BiH is experiencing today is something that Christian Schmidt has pushed us all into,” Cvijanović stated.
According to her, this crisis did not arise as a result of the work of any institutions in Republika Srpska, whether at the local or republican level.
“The fact is that Christian Schmidt initiated this action, that this process is being dragged through the judiciary, politically motivated with the clear intention of removing a political leader—obviously because they do not like what he says, because he advocates for the Constitution, constitutional solutions, for Republika Srpska, which has its rightful place and does not threaten anyone. Our positions are clear,” Cvijanović emphasized.
She added that she finds the entire campaign coming from the other entity to be troubling, describing it as completely unnecessary and harmful to BiH.
“I know that certain structures have been working intensively in recent days to draw this attention, to create a spectacle, to push narratives about increasing EUFOR forces or NATO deployment, and similar things,” Cvijanović said.
She stated that such actions are unnecessary and that there are no security developments that could in any way be perceived as negative.
The incomplete Constitutional Court of BiH has long been working against the Constitution
The Serb member and Chair of the Presidency of BiH, Željka Cvijanović, stated that the decisions of the incomplete Constitutional Court of BiH, which disputes laws passed by the National Assembly of Republika Srpska, have long been aimed at creating an environment contrary to the Constitution.
“This is deeply disappointing,” Cvijanović told reporters in Banja Luka, commenting on the Constitutional Court’s emergency decision last night to ‘temporarily suspend’ laws enacted by Republika Srpska authorities.
She pointed out that high representatives have brutally altered the political environment in BiH, sanctioned individuals, imposed decisions, and made unilateral changes—all without any basis in international law.
“At one point, they realized that this was not exactly democratic, that it could face criticism from the democratic world. So, they shifted the burden to judicial institutions—whether it be the regular judiciary or the Constitutional Court as the supposed guardian of the Constitution,” Cvijanović said.
She explained that the Constitutional Court acted first, issuing unconstitutional rulings. Then, when communicating with the international community, they claim: ‘Look, these people are not respecting the decisions of the Constitutional Court.’
“And then you have to explain how foreign judges sit in the Constitutional Court of BiH, how they have formed a voting bloc that constantly outvotes Serbs, how they interfere even in matters like public holidays. This has been happening continuously. And when that was not enough, they started prosecuting politicians and officials through the regular judiciary,” Cvijanović explained.
She warned that all of this will lead to major chaos and that it would be best for everyone to take a step back and consider what can actually be done to resolve the situation.
“You have a critically ill patient, and you’re giving them ‘paracetamol.’ I don’t think that will help. It’s time to reset some things and see what can truly be done. These are political pressures in which we are constantly subjected to attacks from the Federation of BiH. When I see how they gloat, I can hardly believe that they claim to be the protectors of the state. How do you protect a state if you seek to eliminate Serbs, with whom you supposedly live in the same country? Serbs were acceptable to them only when they were crawling before them and fulfilling their goals. But that is not normal—it’s not even healthy. However, one day, the healing process will begin,” Cvijanović concluded.
