The president of Republika Srpska, Milorad Dodik, emphasized that Srpska and the Serb people would accept Bosnia and Herzegovina based on the Constitution and the Dayton Agreement, while Bosniak politicians have never accepted the existence of Republika Srpska.
“All politics in BiH revolve around attempts to undermine and eliminate Republika Srpska, rather than strengthening BiH. It is about stripping away and seizing competencies rather than effectively implementing those assigned to joint institutions by the Constitution. Let’s stop deceiving ourselves—that is the root of all problems,” Dodik stated.
The president of Srpska pointed out that, 30 years after the Dayton Agreement, BiH is neither an independent nor a sovereign country, stating that this is a fact, regardless of how unappealing it may be to some.
Dodik questioned how BiH can be independent and sovereign when its supreme authority is a foreigner.
“What kind of sovereignty are we talking about when the highest authority is an individual for whom no one has voted? What are we discussing when this individual can annul any decision made by a government elected by the people? What kind of sovereignty exists when any decision can be imposed outside of legitimate governing bodies?” Dodik asked on the social network X.
He pointed out that a player cannot compete for the BiH national football team without citizenship, yet the highest authority in the country can be someone without citizenship, and judges in the Constitutional Court of BiH can rule without being citizens.
“Are you aware that BiH is the only country in the world where this happens? Are you aware that BiH is the only country in the world whose internal affairs are discussed by the UN Security Council?” Dodik asked.
BiH resists becoming a normal country
Dodik stated that BiH is resisting efforts to become a normal country and should instead fight to end its status as a protectorate.
“Everything has been done the wrong way,” he said.
He emphasized that every country is based on its constitution, while only BiH operates outside of its own constitutional framework.
Using Croatia as an example, Dodik explained that in that country, laws must align with the constitution, and all other regulations must comply with both the constitution and the law. Furthermore, everyone is obligated to uphold the legal order of Croatia.
Regarding Serbia, Dodik pointed out that its constitution is the highest legal act of the country, requiring all laws and general acts to be in accordance with it. Additionally, ratified international treaties and generally accepted rules of international law are part of Serbia’s legal system and must not contradict the constitution.
“In BiH, there are hundreds of laws that are not in accordance with the Constitution. There are hundreds of bodies and institutions that do not exist in the Constitution. Will anyone acknowledge that this is not normal? All I am asking is for BiH to be a normal country,” Dodik stated.
Serbs will not give up their right to sovereignty
The president of Srpska stressed that no nation in the world has voluntarily given up its right to sovereignty or autonomy, and the Serb people will not either.
“This is not a question of me as a politician or my party—this is a non-partisan position. People here, without exception, love Republika Srpska, even if they do not equally support all political parties. And that is normal in any democratic society.
We do not hate BiH. Respect Republika Srpska,” Dodik concluded.
