The Government of Republika Srpska has adopted the 32nd report to the United Nations Security Council, submitted on behalf of Republika Srpska as a signatory to all annexes of the Dayton Agreement, addressed to the UN Secretary-General and UN Security Council member states by the Prime Minister of Republika Srpska.
This report reaffirms Republika Srpska’s unwavering commitment to the principles established by the Dayton Agreement of 1995.
The first part of the report emphasizes Republika Srpska’s dedication to respecting the Dayton Agreement, specifically the sovereignty and territorial integrity of Bosnia and Herzegovina and maintaining peace through peaceful means.
It also highlights the importance of respecting Bosnia and Herzegovina’s constitutional framework and the rights of its three constituent peoples as a foundational principle of the Dayton Agreement.
The second part underscores the obligation of both domestic and international actors to respect the Constitution of Bosnia and Herzegovina, especially its consociational and federal structure.
The report addresses concerning efforts by certain domestic and international actors to undermine constitutional mechanisms, which are an essential component of the Dayton compromise.
Furthermore, it highlights the importance of preserving the structure of Bosnia and Herzegovina, particularly in light of recent moves toward centralizing powers that belong to the entities within Bosnia and Herzegovina.
Additionally, the report addresses unauthorized actions by Christian Schmidt, a German citizen who claims the position of High Representative without legal authority and continues to enact laws by decree.
Schmidt’s actions violate the human rights of Bosnia and Herzegovina’s citizens, undermine the rule of law, and destabilize the country’s progress within the Dayton framework.
In the second section, the report condemns foreign interference, particularly the economic campaign against Republika Srpska led by certain elements in the United States. Such interference only creates unnecessary tension and resentment among the citizens of Republika Srpska.
The third section reaffirms Republika Srpska’s commitment to Bosnia and Herzegovina’s integration into the EU, while preserving its constitutional order. It also explains how the continued presence of Christian Schmidt and the OHR hinders Bosnia and Herzegovina’s progress toward European integration. The EU recognizes the need to conclude the OHR’s role in Bosnia and Herzegovina and calls for restoring self-governance and sovereignty to Bosnia and Herzegovina during its EU integration process.
The 32nd report from Republika Srpska to the UN Security Council, covering the period from May to October 2024, outlines the government’s perspectives on key issues and challenges facing Bosnia and Herzegovina. The goal is to clarify its positions to the Security Council members and the international community.
