Petronijević argued that the Court and the Prosecutor’s Office of Bosnia and Herzegovina are ignoring all objections, acting as if Christian Schmidt were the high representative and had legislative powers. He reminded us that only the Parliamentary Assembly of Bosnia and Herzegovina can pass laws of a federal nature and no one else.


He assessed that “Christian Schmidt carried out a state-legal coup” because what he did represents a “classic usurpation of legislative authority.” Even according to the disputed Bonn Powers, a person who would be a high representative can only propose or suspend a law, lobby for its adoption, pressure the Parliamentary Assembly and the proposing entities through various measures, but not pass a law.
Petronijević said that Schmidt declared himself a supreme authority, even though he did not even go through the preliminary phase of the PIC (Peace Implementation Council). Schmidt, internationally and legally speaking, is a German diplomat without accreditation in Bosnia and Herzegovina, without any authorities, and does not even enjoy diplomatic immunity because he is not accredited by Germany, whose diplomatic passport he holds.


“He has demolished the institutions of Bosnia and Herzegovina. There is no more glaring example of the destruction of internationally recognized Bosnia and Herzegovina due to such actions. I would appeal to all people in Bosnia and Herzegovina to understand that the actions of such self-proclaimed individuals are harmful, not beneficial,” said Petronijević.


He concluded that it is not Dodik who is undermining Bosnia and Herzegovina, but those who are changing the constitution by force, without the consent of all peoples. They accuse Dodik, who advocates for the strict implementation of the Dayton Agreement, of violating it.
